|Declaration of One Day Consultation on Hydrocarbon Exploration in Manipur|

We, the participants of the One Day Consultative Meeting on Hydrocarbon Exploration in Our Land at Mini Stadium Tamenglong District Headquarters, Manipur on 6th November 2012 hereby:
Reaffirm the Resolutions of the Jiribam Meet, Nungba meet and State Level Convention on Petroleum Exploration in Manipur, Imphal on 22nd December 2012, 14th March 2012 and 16th July 2012, which resolved against Oil exploration in Jiribam (Imphal East), Churachandpur and Tamenglong district, Manipur.
Recall the strong objections of indigenous communities in Tamenglong, Jiribam (Imphal East) and Churachandpur Districts of Manipur against oil and petroleum Exploration in Manipur in all previous environmental public hearings on 31st July 2012 at Jiribam, 8th and 17th August 2012 at Parbung and Nungba respectively.
Recall the written statement of the Deputy Commissioner, Tamenglong District, representatives of Manipur Pollution Control Board, Government of Manipur and Jubilant Oil and Gas Private Limited on 17th August 2012 to cancel environment public hearings once for all due to community objections to oil and petroleum exploration and related environmental public hearings.
Condemn the consistent move of the Government and Jubilant Oil and Gas Private Limited to forcefully organize Environment Public Hearings forcibly with full reliance on Indian security forces.
We further resolve to Call upon the Government of India, Government of Manipur and Jubilant Oil and Gas Private Limited to fully:
• Respect the voices and wishes of the communities of Tamenglong, Churachandpur and Jiribam to stop all hydrocarbon /Petroleum Exploration and Drilling in Manipur
• Urge the Government of India to stop pursuing all forms of unsustainable and destructive development which rely on military and militarization processes
• Respect and protect the indigenous peoples' inherent rights over their land and resources and allow them to decide their future, development priorities and rights based on their wishes and aspirations with due respect of their right to free, prior and informed consent and ownership of their land.
